Government preschools only offer limited hours service, whilst the subsidy scheme makes private kindergartens affordable and practical for working parents.
It would be most cost efficient and practical for all parties to keep thing at it is, the government just need to pay operators more so they can charge parents less and children can have more hours. What a win-win situation!
