There is certainly a large opportunity here.
We have the benefit of having 2 of the 5 pilot demonstration projects being considered by government officials, and one of the largest state-owned enterprises in Zhejiang Energy Group/Tiandi supporting the construction and marketing of MABR technology. However, in the excitement following your posts, it looked like some were starting to forecast the possibility of winning 100% of the projects, and I thought it prudent to re-align expectations by looking at some business realities that could factor into the win-rate being much lower.
Having around half the sewage treatment terminals as "micro-powered" strikes me as being sub 30 m3/d. I imagine this to be more suitable for one of the competing technologies.
By the end of 2018, a total of 131 townships (streets) and 1,727 administrative villages in Hangzhou had built rural domestic sewage treatment facilities, and 8,869 facilities were completed and put into operation (including 3,914 micro-powered terminal facilities), with total benefits.Where I do see the most opportunity is where you bring up the matter of tourist areas.
Being critical to the Zhejiang economy, scenic villages and villages with bed & breakfast facilities are being developed and promoted.
Where the village has a 3A, 4A or 5A designation, I believe will be more likely to use a MABR treatment, as it produces one of the highest grades of effluent vs power and land use. However, it also depends which treatment type best fits in with the overall look and feel of the village surrounds. The higher the designation of the village, the more likely it also is to experience high influx tourist periods, and require a sewage system able to handle higher loads, the same as the Baigou Village. Baigou Villge has a normal population around 3200 and average tourists during peak season is approx 4700, so the 600 m3/d MABR plant is looking after the sewage of around 8000 people, if it is the only plant in operation in the village. I think it is more likely that Baigou is using something higher spec like multiple L4 units, rather than multiple L1 units.
Following the boom in the villages in Zhejiang, the village scenic area has become a new hot vocabulary, and the village is the main carrier and important support for rural tourism. To put it simply, in the five years from 2017 to 2021, Zhejiang will make 10,000 villages become A-level scenic spots, of which 1,000 villages will become 3A-level scenic spots.

The rural tourism market is huge in scale and its drawbacks are increasingly prominent. The construction of Wancun scenic area can effectively improve the current status of rural tourism.
Village operations determine the vitality of rural landscapes. At present, the case of village scenic spots that have been successfully operated in Zhejiang Province is usually two cases.
