I suspect that Timor wants their cake and eat it too. They want WPL's expertise in building and operating the resource, but they want it on their terms. I suspect that WPL will not pre empt and that Timor will not want to purchase any more equity in the field. It will be a stale mate between commercial reality and national desire. It will be a slow burn and will not be resolved for a long time (10 years maybe?)
