I'm pretty sure that's just a standard way of reporting retention characteristics: time at room temperature. That will also be retention with no power. So maybe you can't expect to leave a weebit ssd unplugged on the dashboard of your car and get the data off several years later. But a data centre can expect offline storage to last ten years at least. And since the speed advantages of reram aren't particularly important to that kind of archival storage, most applications will be connected to power pretty regularly and should last pretty well indefinitely, I would expect.
