    Moving offshore = politically more palatable = virtualky unlimited expansion. Moving offshore has nothing to do with water temps. Water temp is fine. The only reason for drop is because of the broker downgrade and nothing else. The same brokers that actually upgraded TP for HUO. The Instos are now accumulating.
