It's a little like waiting for a bus. You could get your crystall ball out and determine that the next bus will be here in 14.4523 seconds (or perhaps you could use the skaffold method), or you can apply some intelligence, common sense and (very crucially) experience and decide that it somewhat optimistically will arrive in 10 minutes, or somewhat pessimistically in 20 minutes, thus giving you a reasonable range of 10 of 20 minutes.
There has to be a range of possible outcomes. One number makes no sense.
