I agree with you that HC posters will almost all think that FIRB is a foregone concl' ...My point about FIRB, is that I it may not matter so much what average HC poster thinks, but what effect does "approval" have in the mindset of the (far more conservative) institutions.

Add into that the irrational day-to-day sentiment of trading.
