Doesn't look good if your giving Wynne's 21 mil shares @ 80 cents and not offering the same deal to Hunan Valin and maybe even Cliffs, if you read past announcements it was mentioned how excited Hunan were in participating in the SPP when it was time to be done, majority will be given to them and of course sophiscated investors whoever they are, ala directors and their families
