This seemed to have been overlook in the announcment this morning, however a few interesting points.

The company hasnt been sitting on their hands waiting for this "right of way" to happen, they have gone to the market, hired the best of the best (i.e Harvard Grad's in an MBA). This shows great confidence in getting this project done.
Next month we will have management and staff on the ground and in the same timezone, this is massive push forward for the company.

With this latest announcement in mind, i am sure they already have the drill ready to go and expectations will surely be met in the comming months.
