Gus had all the data from previous work and experts in that field to inform him, This was the approach to lock the rescores, PEN need to convince regulatory that Alkaline was not workable for all deposits.  Why would PEN tested the whole Lance project(as Y3 has suggested) at what cost, when Gus had the data... Gus is one hell of a business man who gets deals over the line.....
