We did get a free option which goes some way to make up the difference. All is not lost until we see the tune that the fat lady sings.
I guess the raising was in place before Parchem was in the picture. My GUESS is that the Sols wish to have EDE taken over eventually but not TAS itself. Remember they may still be afflicted with that prospectors disease, Goldfever.
