At work so haven't had a good look but maybe this:

"“Beyond (a population of 3.5 million), a separate inner city subway will provide high capacity, high frequency, short distance connections between central Perth, East Perth, West Perth, Northbridge, Leederville and other city centres,” the report says."

Mainly becuase these locations are the inner CBD locations of many of Finbar's apartments - BUT that said I don't think the overall news article will make a difference. These are all "proposed" projects over the next dozens of years when Perths' population will hit 3.5 million. It is all airy fairy talk and nothing concrete, so I wouldn't even consider it at this stage as the immediate apartments/projects on FRI books will be well gone and sold or scrapped before they even decide on which project they take up - if any.

Judging by the fact there aren't even costings on the project, I doubt we'll see any of them come into light in the next 5 years at the way the economy/budget is going.
