My take is that the Data room has been open for few days and the lookers are the one who are causing this action.

Who is to say the interested party haven't already worked out the offer price of say 1.00 to 1.20 (example)
Then .60 was cheap that's %40 to %100, so they can buy on the market and then make the offer.
