Yeah - the states will go it alone, and the Federal Govt will need support from COAG to implement the NEG which it may not get. Finally, no private company will build a new coal fired power station anyway since it doesn't make financial or risk sense. As the SA state Govt has shown you can provide grid regulation services and dispatchable energy from a big battery charged from wind power.
As is usual with the Govt, it is a case of "wait for me. I'm the leader".
