    I re-read the ann....

    Rialto to focus on completing the previously
    announced transaction with Vitol E&P (“Vitol”) and, in conjunction with Vitol, continue its negotiations with
    the Government of Côte d'Ivoire regarding the proposed change of terms to the PSC.

    They need to complete the initial transaction with Vitol, and then in conjunction continue with the PSC.
