He could have had his resolutions passed etc, but it would not have absolved the holders of their liability. So why go ahead with it and shut down a huge project when what you wanted wasn't going to come to fruition. He wasn't going to have the liability removed, there was going to be no money left over to pay the holders the 5.95 cent divvy, so why continue!!
