In my understanding, after an application is lodged, the Council of Elders over the area is officially notified.
They then have 30 days from date of receipt of that notice to agree to the application
Thereafter, the application is posted in the Departments bulletin board, right outside of their office door
The application is published in a newspaper with a schedule for a Wardens' Hearing schedule
Thats the basic timeframe, give or take a few steps here and there
