While the press releases say that the ABG government and the landowners own the shares of BCL,
the truth is that the ABG government and the landowners have never voted for these shares

I dont think anyone in ABG knows who votes for the shares
What BCL has done has put Mel Togolo, a prominent Bougainvillean as Chairman
And add a few other Bougainvilleans in the Board

Thus, the ABG doesnt think or act as if they really own BCL
Neither does BCL act as if ABG owns them

I think it is the realization that the "ownership" is only a token ownership that turned the tide against BCL
