I really hope you are right but I think WHA would have much preferred to have CDFA approval prior to them trying to raise money for the ODFA deal. As far as conspiracy theories go maybe they had some inside word that it would happen beforehand?? If so I think that they may have been able to raise the capital without so much discount to the SP at the time. I do appreciate that they tried to limit the impact of raising at such a discount though and gave retail holders the oppurtunity to participate. Personally I would love to see an announcement by Monday morning confirming CDFA approval.
