Was always told cooked/boiled chicken bones run the risk of dogs snapping the bones into smaller pieces where it can splint and they may swallow sharp pieces.
Chicken neck appears to have a lot of smaller bones which can be split and swallowed easily.
Each to their own but I personally wouldn't run the risk. Not like dogs lack variety in food/treats anyway.
