Exactly Mogga. What I meant by pro-active was not waiting around and responding to issues that come up, but getting out and examining sites and checking out business practices that are currently being used, and matching them against the standards set out in their guidelines.
Just as APRA and ASIC have been awakened in the financial sectors, I'm hoping the EPA can search out and destroy those doing the wrong thing to the environment.
