These are likely the Debt Funds that were lumped with 98% of the equity when PDN went into voluntary admin.
18.5 seems to be the price that they are happy to feed shares into the market. It will continue until they have completed selling. They need to sell because they are not mandated to hold equity (being debt funds).
Depending upon your time frame and available cash it is either annoying or an opportunity.
For what it is worth I have used their liquidity to est a 0.4% position.
