The restraint means you can't go mining for a certain period, but then you get it back fully and the issued shares are a hook to stay - but only if they are worth something!
The "doctor benefits" you mention are pretty marginal, and they are very expensive benfits if the doctor hands over 70% of what they pull to pay for them.
The banks can't let these sort of enterprises fail as if the company collapses everybody goes mining again at full tote.
