it sounds like the landowners think that BCL owes them compensation...and that there only chance of getting it is if BCL comes back......a fair assumption....however I dont think BCL is in any position to ever offer compensation.
I suspect this all comes down to the negotiations of the landowner share of any development....this can be worked out and doesnt exclude another party than BCL
