Simple... Economy = Spending and Buying... This is a healthy financial environment... Introduce reasons why people shouldn't actively participate in an economy i.e CGT, removing selling incentives etc. etc. then you have a Collectivist society hell bend on destroying any thought of people CHOOSING to better their lives.
