The way I read it the policy is a bit ambiguous in terms of UCG development at Bloodwood Creek. It implies that it doesn't apply to the cnx pilot project but may apply to commercial scale development. Perhaps the reasoning behind the proposed moratorium is to provide time to assess the effects of ucg on the environment. cnx appears to have demonstrated this.
