Agree with your reasoning. I remain unsure about the government's thoughts in implementing the new policy despite the ongoing announcements. As a fairly long term observant of the Philippines, I am still doubtful of outcomes. Check out the mining contribution to GDP. I think while the mining industry will survive more or less, it no longer has the mantle of being part of the economy story....at least right now. DYOR AB
