MOU's from my past experiences are worth nothing.
No process route has been decided on yet, as still more testing results are to come. IMO it will depend on a customers requirements and the composition of either concentrate or finished V2O5.
And as you state, TB is the major shareholder at present, AND the MD, therefore the current standing of the SP and sentiment of all retail holders rests on his shoulders.
