I'm sure they are focussed on getting new contracts but are more focussed on the ones that are very close to finalisation/signature/announcement.
The last announcement referred to a $7m regarding long lead time for parts. This is for parts for goods/mechandise/guns for a contract that has NOT YET been announced.
To agree on terms & conditions of the above and announce to market they MUST have agreed on terms & conditions for the main major contract that is rumoured to be worth tens of millions of dollars.
