If they couldn't afford to pay there bills they would be bust by now.
Remember they have spent alot of money on infrastructure over the last few years. Now they are growing revenue on that infrastructure. Ie they can increase revenue faster than there costs hopefully.
I agree with you in the past, but you cant expect to get revenue and profits if you don't do the hard yards early.

FlowCom had an excellent quarter to 31 March 2002, notwithstanding tough times in the telecommunications industry. Our sales were $5.8m, a 25% increase over the December 2001 quarter.
am pleased to report that the cost reduction program has reduced Expenses by 19%, or $920,000 per quarter, over the past 9 months.
While we made an EBITDA(1) loss of $275,000 for the quarter, FlowCom was cash neutral at an operational level in February with a breakeven EBITDA profit of $14,000. In March, we achieved an EBITDA profit of $98,000.
