Ms. Amyot,
On October 30, 2018, the Canadian Environmental Assessment Agency
(the Agency) has received the Environmental Impact Statement (EIS) and the EIS Summary
written by WSP for the James Bay lithium mine project (the project).
After a concordance exercise between these documents and the lines
EIA Guidelines dated February 21, 2018, the Agency, in cooperation with
with the federal environmental assessment committee, determined that
some information is missing. This information is essential to
to begin the technical review of the EIA.
In annex 1 of this letter you will find the sections of the lines
guidelines for which information is required. It is
recommended to refer to the description of the sections in the lines
guidelines for the details of the information requested. When all
information required in Annex 1 will be provided, the technical examination by the
Federal Environmental Assessment Committee may begin.
In Appendix 2, you will find a list of recommendations
complementary. We are passing it on to you now because these
information will be required for a first request for information
addition to the technical review stage of the EIA.
Aboriginal Consultations
We would like to inform you that the Agency has carried out a reassessment
of the duty to consult which led to the inclusion of the Cree Nations of
Waskaganish and Waswanipi to the Agency's consultation on the project. We
ask you to start a discussion with these two nations so
to obtain their point of view and the information required in section 5 of the
Guidelines.
In addition, we ask that you also consider these two
Nations regarding the effects of changes in the environment on
Aboriginal peoples (Sections 6.1.9 and 6.3.4) and cumulative effects
(Section 6.6.3).
I invite you to contact me by email: [email protected] or by phone at 418-454-5893 for
