As an aside and to address your points above. At the AGM they stated COD was delayed until Q3 2017 due to the connection issues. Everything is dependent on connection at Pagbilao. All else will follow afterwards. I would not worry about a few hundred meters of cryogenic piping versus the connection issue.
Chandler's group was given a site tour by senior management at tail end of last year so I am sure they were briefed on the pertinent aspects of the projects. No connection means no financing.
