Neither Kirk or anyone else in the video mentioned Dy specifically. The only alluded to Dy in the suite of heavy rare earths shown in the charts with the all the heavy rare earths. I don't believe the video you have provided supports your arguments at all.

Dy may be necessary for future high end magnets but it would appear not in the quantity that you are suggesting.

Thorium /uranium mining ,under strict control is different story .
Look at the REE as by product in China .
Can you imagine the by product being thorium and out of control?
