The point is not whether he 'engineered' the rise of Transurban to Top 20 - who would know? The point is that he holds Transurban shares (knowingly or not) and he is the Treasurer who makes decisions ongoing that would/could have a material benefit for Transurban.

Eg he could have stepped in to do a deal with Ravenshall to ensure that they take PASS from CYC at say $25/T rather than $85/T which is the Landfoll equivalent. The Vic govt then picks up the cost of the excess in the "Unders and Overs" component of the Contract. Saving $60/T x 200,000/T is about $12m. Transurban gains at cost to Vic Govt.

The ability is there to do it. Claiming ignorance of what he holds in his own share portfolio, I don't believe. He is the Premier so his job is managing and knowing finances.

One of our ex Premiers in NSW (Barry O'Farrell) resigned over an expensive bot of Wine that he was given because it was seen as a 'conflict of interest' by the media (and probably was but nothing compared with this story about the Vic Treasurer)
