If I had to guess, I would say that is an industrial unit somewhere in the UK. Nothing conclusive, however the colour of the vegetation outside and the light levels remind me of the UK. The roller door in the background is also very typical of the UK (thick and well insulated) and the power point (red socket to the right of the large blue bell housing?) is also very typical of UK styles. Can't see a 13A power point anywhere, which would pretty much clinch it.
From an engineering point of view, and assuming this a test PTO unit, it appears to be a fairly large double acting hydraulic or pneumatic ram connected to two racks (one either side). These appear to pass through what is perhaps a gearbox driving what I am guessing is some sort of generator.
I'd assume the banks of cylinders contain compressed air which would be further compressed by the action of the power stroke and likely provide the energy to return the piston ready for the next power stroke.
Perhaps there is even enough energy stored in that to generate power in both directions of stroke? (those calcs are getting a bit beyond me these days).
If thats something along the lines of how it all works, there must be some fairly fancy electronics in there somewhere to even the power and voltage output - no wonder CCE has so much IP locked into CETO.
On the other hand, I could have this totally upside down and what I think are generators could actually be motors powering the cylinder stroke in a test environment and the electricity generation is done somewhere else
