In practice, you will find a stock doesn't have to have settled for someone to sell it.
For instance, if I purchase ANZ today, I can sell it tomorrow even though I have not settled my transaction. INER have been traded since going ex on the 4th.
IMO they are cheapish, albiet were cheaper last week. The people who bought them around 12 cents were getting the options for free.
