The definition from the Australian Securities & Investments Commission - FIDO

Shares in your company are subject to a trading halt or suspension

Shares you hold may be subject to a trading halt or suspension. This can occur because:

The company has asked for a trading halt and the ASX has granted the trading halt. For example, the company could ask for this if they feel the market is uninformed or confused over the value of the shares such as when an announcement of price sensitive information is pending; or

The stock exchange has suspended trading because the company has not complied with its disclosure obligations, or has breached some other listing rule, or to prevent a disorderly or uninformed market.

It covers a fair ambit of circumstances. IMHO usually in the past it usually relates to point one. Especially if there have been no previous rumblings about poor management etc.
