For the management team and Board to have turned down $7 they must have had a clear strategy of how to deliver the value gap quickly - cost cutting further and sitting on their hands won't provide the 15-20% uplift to needed.
So they need to be all in now, else we get a new management team and probably Board.
With that view, they should be chasing Quadrant - if indeed it was central to defence.
