IPO stands for 'initial public offering', imo.
1. Initial means first.
2. Public means 'general public' comprehending potential all public.
3. Offering means offer something to someone, in this case to general public.
So far circumstancial situation is very close to initial offering to very limited well market known people only. So it is likely to selective sophisticated investors only. In that sense, it is not suitable to use term IPO in my view.
Definitely my view is apart from any my allocation or not. But terminology is very important, imo.
