But it 's a difference. Often after opi issue shares are going down. Buyers don't like to pay pre-opi price (I can say even pre-opi advertising price, because price going up after opi advertised but before ex-opi date).
So realistically it's an impact between share price and opi (at least for short term ) and also long term impact, because at certain stage availability of shares under opi execution price actually can limit share price increase due to oversupply. Also, if any new opi under better price will issued in future (for example during new CR) , you will unable to receive them (or execute them - not sure) before you will execute or sell current opi
