Stillade - good response - but I suspect that they still are being "facilitated" by CWN - otherwise - why have the CWN team been arrested. China surely doesn't want to embarrass itself. It may be that CWN attracts those that require facilitation - maybe the gamblers are making their money internally in China, and cannot get away with stitching up margins on exports, without complicated dealings? Some gamblers will have the options of dealing with a criminal element or with a casino, will they not? I'd personally avoid the triads or whatever they call themselves.

The other thing is that the authorities seem to be looking for names of high rollers. So even if they have the cash in Sing, they cannot afford to get cut off from the source of their wealth by being cut off from returning to Mainland China.

I do admit to some significant reading of tealeaves as part of my view - will be surprised if there are grounds for being sanguine.
