Seems to me that the only target for CEO is to 'meet or exceed' a low bar 'guidance'. You see this sort of statement in every report and the CEO have been very proud to say he did it in how many consecutive Qs, when the EPS and SP moves nowhere. Remind that the guidance can be lower Q by Q.
No doubt it has the best mines in the world. The management and the board should give a good thought on the views of investors or the market (SP), rather than a cheap 'long-term' excuse.
