Not a problem - regarding qualification. Pharmacy proprietors commonly have other health care professionals come in to give advice in specific areas. Nurses commonly come in weekly to pharmacies to give advice on breast feeding etc it wouldn't be difficult to have a health professional there that could also assist the mother at the same time.
For a lot of mothers, having a child that doesn't breast feed very well is a quite private issue so being able to address multiple issues at the same place would make sense to me IMO.
Let me clarify I was referring to Australia only. Totally agree it is different in the U.S.
