Management took a risk not going the full nine yards on the EMA submission. I blame the consultant who was hired to get this right. TIS made a bad judgement hiring that consultant. They picked the wrong consultant, or its possible the consultant told them they should do alot more work to be sure of the submission being accepted, and they ignored the advice. Its possible it was a combination of both. It was a bit reckless frankly. There is enough risks out there already without adding your own.
