As an outsider looking in, I would say that SHE is targeting areas that their competitors are unlikely to go. From what I understand, the Protean device is able to extract energy from waves much less energetic than can the bigger devices.

The Maldives does have waves, as my nephews go over there to surf, it is just that they are not very big.

I would think that having wave consistency is more important to SHE, than is wave size. This site gives an overview of what can be expected at different times of the year, albeit for breaking waves.

As for the number of devices required for a 2000 kw array, that would require 1333 devices or about 45 banks of 30 if they use 1.5 kw buoys. Perhaps for bigger arrays they will go for a bigger device than the one being currently tested.

Wikipedia says that Hanimaadoo has a population of 1800, it would be interesting to know how they get their power and water at present and how much they pay.
