Again, is it a coincidence that Israel plant $11B + Mellanox $5B + AI Startup $30m + Weebit (Chaired by ex No. 2 at Intel and Mellanox Director) developments like this are all announced within weeks of each other:

So yeah I think Weebit's "key strategic partner" (that it wanted to have narrowed down by Q4, 2018) will be Intel -perhaps we've just been waiting for Intel to get its ducks in a row.
