A potentual partner would be happier with a strategic stake that could block a take over. And not upset the applecart.
If they are investing in tomorrow's technology and it can be of benefit to their existing product. Say CPU's
it makes sence that they protect their investment even if that has not happened yet. Or been announced.
The Mellanox deal falling over could be the biggest clue yet, where intel think cloud memory is heading. Even if it means a server farm that uses less power. Why waste 6 billion buying Mellanox when you can grow a startup.
