Maybe the following is why no announcement has been made yet. Could still be a couple of weeks away.


After selection, a Letter of Intent (the “LOI”) shall be issued, in duplicate, by HCL to the Selected Bidder and the Selected Bidder shall, within 7 (seven) days of the receipt of the LOI, sign and return the duplicate copy of the LOI in acknowledgement thereof. In the event the duplicate copy of the LOI duly signed by the Selected Bidder is not received within the stipulated time, HCL may, unless it consents to extension of time for submission thereof, appropriate/invoke the Bid Security of such Bidder as damages on account of failure of the Selected Bidder to acknowledge the LOI. No correspondence will be entertained by HCL from the unsuccessful Bidders.
After acknowledgement of the LOI as aforesaid by the Selected Bidder, it shall cause the Selected Bidder to execute the Contract within 10 (ten) days of the date of issuance of the LOI. The Selected Bidder shall not be entitled to seek any deviation, modification or amendment in the Contract.
