    I wouldn't say NSL has ticked all the boxes... Reading the August 18 announcement it isn't clear that they have actually started production. They have mobilised the equipment, sure.
    Re granting of leases; well I don't think NSL has been granted any leases either. They are operating with local partners who hold the leases as far as I can work out.
