Rather than blindly increasing their salaries, IMHO it would be far more palatable to shareholders if the proposed increase in salaries became an "at risk" component of their remuneration instead. If the company performs well on a number of different performance measures (to avoid dysfunctional behaviour), then yeah, give them a bonus of the proposed increase. If not, no increase. With the right kind of performance measures management would have a huge incentive to make the company perform as it should.
